In such cases, the letter or parcel ends up in a container for non-assignable items. To ensure that the shipment can still be delivered, an employee must manually decode the item and compare it with the information in the address database. The manual determination of the correct sorting destination requires time and manpower to fulfill this task, and therefore often results in a delay in the delivery process.

The biggest challenge in the process is the incalculable demand for employees to fulfill the task of decoding non-machine readable items. Since most sorting centers are not in full-time operation, a certain number of shipments must be decoded within a certain time. The problem is that this number is not known beforehand and can be huge in volume during holidays, peak times, and even on ordinary days. At the same time, postal service providers must react flexibly to this volatility of volumes on a daily basis and temporarily assign their employees to fulfill this task.
